Funds are held in escrow trusts commonly referred to as Coogan accounts. Under California law – Senate Bill 210, which was signed into law in 2003 (read it here) – 15% of a minor’s earnings must be set aside until the artist has 18 so his parents couldn’t spend it all and leave them broke, as the parents of child star Jackie Coogan did in the 1930s.
Residues continue to accumulate in accounts, and if employers and payroll companies cannot locate them or their parents, the law requires the money to be transferred to The Actors Fund, where it can remain for years. waiting to be claimed.

Shia LaBeouf has been on the list for years, as have Justin Bieber, Saoirse Ronan, Taylor Lautner, Ashley and Mary-Kate Olsen, AnnaSophia Robb and many others who broke into show business as kids.
The Actors Fund lists all the names of those who are owed and how to collect them on its Unclaimed Coogan Funds website (see here). Citing privacy concerns, however, he does not say how much each is owed until he contacts recipients.
Many accounts hold so little money that it’s not worth filling out all the necessary paperwork to collect. Three, in fact, only contain one penny.
The Actors Fund’s latest outreach campaign targeted all 1,225 recipients with over $500 in unclaimed funds. They include 87 accounts holding more than $5,000, and the Fund is tracking them all.
The Actors Fund tells Deadline there are 69 recipients who owe more than $5,000 but less than $9,999, and another 18 owe more than $10,000, including person #9.
