Jayana Tanae Webb, 21, is charged with third degree murder, vehicular homicide while DUI, vehicular homicide, second degree law enforcement officer manslaughter, driving under the influence and other charges.
Cameras surrounded Webb as she walked towards a police cruiser on Tuesday morning.
The fatal crash shortly before 1 a.m. Monday on I-95 southbound in the mile post 18 area near the stadium complex, just north of Broad Street.
According to state police, troopers were responding to reports of a man walking along I-95 south.
Authorities say the soldiers were helping the man, who has since been identified as Reyes Rivera Oliveras, 28, of Allentown, into the back of their cruiser. Police said Webb attempted to drive past the scene at high speed.

State police said they fatally struck the two soldiers and Oliveras, as well as the cruiser.
Police say the impact was so severe it threw soldiers into the northbound lanes of I-95.
Webb remained at the scene.
State Police dispatch attempted to contact the two state troopers, but when they received no response, they sent in reinforcements.
When reinforcements arrived, police spotted witnesses attempting CPR on Mack and Sisca. The soldiers, however, were pronounced dead at the scene.
“Our department is heartbroken by the tragedy that occurred early this morning in Philadelphia,” PSP Commissioner Robert Evanchick said in a statement. “We ask our fellow Pennsylvanians to keep the families of our soldiers and the pedestrian in their thoughts. This is an extremely difficult time.”
The state troopers were identified as Martin F. Mack III, 33, and Branden T. Sisca, 29.

Trooper Mack had been with the force since November 2014. Trooper Sisca had been with the force since February 2021. Both soldiers spent their entire careers assigned to the K Troop Patrol Section, Philadelphia.
Verified GoFundMe accounts have been created to help the families of Trooper Mack and Trooper Sisca.
Jayana Tanae Webb was denied bail during her arraignment on Tuesday night.
Philadelphia District Attorney Larry Krasner said his office will seek to ensure Webb is held accountable for his alleged actions that resulted in the senseless loss of life.
“The deaths of Troopers Mack and Sisca, along with Mr. Oliveras, a civilian they were trying to help get to safety on I-95, is a tragedy. I again extend my deepest condolences to colleagues and to the relatives of Privates Mack and Sisca, as well as Mr. Oliveras,” Krasner said in a statement.
